Yes. You can configure limits: for example, maximum 2 reservations per week per user, or not being able to book more than 3 days in advance. You decide the rules.

Who pays for the service?

Normally the community pays for it as another maintenance expense. €29/month is less than €1 per day to avoid conflicts all summer.

What if a neighbor books and then doesn't come?

You can enable the auto-release system to detect no-shows. Set an arrival deadline and reservations without check-in are visually flagged. From the reservation list you can release them with one click so other neighbors can take advantage.
